Use the Manage Files tool in myCourses
Every course in myCourses has its own Manage Files page where all uploaded course files are stored. Items uploaded to Content are only links to actual files in Manage Files. Students cannot access files on the Manage Files page unless they are linked in Content or another tool, such as Discussions or Announcements.
When you delete items from Content without deleting the associated course files, those files will still be available in Manage Files. This page may also contain archived course files that you are not currently using.
